This chashaku (tea scoop) is made of white bamboo, and is called fushi dome or tome (node at end).  It is made for specific tea ceremony styles.  While it is not as common as the scoop with the node in the middle, it is an important tool in Japanese Tea Ceremony. Length is 18.5 cm. This style chashaku is classified as "gyo", semi-formal.
